Mystery Road Dots on Highway 16 near Rancho Murietta in Northern California

Has anyone seen these black, rectangular 'dots' taped to the road surface lately? They are located about a mile apart, on highway 16 between Plymouth and Sloughhouse in Northern California.

They aren't much of a hazard, but I wonder what the heck they are. They are all placed in the center of the travel lane. You will probably miss them if you are in a car, but if you are on a bike, you may ride over them.

I can't see much use for these. Does anyone out there know what the heck these things are? Is there reason to be concerned about them? Will they be removed at some point? What purpose do they serve?

Here in australia a similiar blue reflective marker is used to indicate where fire water is available on the side of the road....

Hm.. that's a good suggestion. We have those blue reflectors here in California... but these are not blue, they're black, they are definitely not reflective, and they also are not near fire hydrants as far as I can tell. They aren't consistently near anything as far as I can tell...
